Cleveland HVAC Inspection Requirement for Rentals

Cleveland rental buildings with four or more units have one extra requirement most owners learn about late: an annual HVAC inspection by a licensed contractor, with the certification submitted alongside the yearly rental registration renewal.

Who this applies to

The threshold is unit count, not owner type or property age. A single-family rental or a duplex doesn't need it. A four-unit building does, every year, as part of the same January-to-March renewal window as the registration itself.

How it works

The inspection is performed by a licensed HVAC contractor, not the City. You hire the contractor, they inspect the building's heating and cooling systems, and the resulting certification is submitted with your registration renewal. Without it, a 4+ unit building's renewal isn't complete, which puts the Certificate Approving Rental Occupancy at risk the same way a missing registration would.

Why owners miss it

Two reasons. First, the requirement only kicks in at four units, so an owner who grew from a duplex to a fourplex has a new obligation nobody told them about.
