What Cleveland Rental Compliance Actually Costs

The short answer: $70 per unit, per year, due by March 31st.

That is the City's registration fee, and for a lot of landlords it is the entire bill. But it is not the only thing that can cost money, and the requirements that surprise people are usually the ones the City doesn't charge for directly.

Here is the whole picture.

Rental registration: $70 per unit, every year

Registration is annual, not one time. Applications open January 1st and fees are due by March 31st. The fee is charged per unit, not per building, which is what makes it scale the way it does:

| Property | Units | Annual registration fee | | --- | --- | --- | | Single-family rental | 1 | $70 | | Duplex | 2 | $140 | | Four-family | 4 | $280 | | Small apartment building | 12 | $840 | | Mid-size building | 93 | $6,510 |

If you own several properties, the number that matters is your total unit count across all of them, not how many buildings you have. Six single-family houses and one six-unit building cost the same to register.

Lead Safe Certification: no City fee, but a real cost

If the unit was built before 1978, it needs Lead Safe Certification, renewed every two years from the original certification date rather than on the calendar year.

The City does not charge an application fee for this. What it costs is the lead clearance inspection, which is performed by an independent certified assessor who bills you directly. That is a private-market price, so it varies by assessor and by the size of the property, and we are not going to quote you a figure we cannot stand behind. Get quotes from more than one certified assessor.

Worth knowing: because the renewal runs on a two-year cycle from your certification date, it will drift out of sync with your March registration deadline. Plenty of owners are caught out by a lead certificate that lapses in, say, September, months after they thought they had "done compliance" for the year.

HVAC inspection: only at four or more units

Buildings with four or more units need an annual HVAC inspection by a licensed contractor, with the certification filed alongside the registration renewal. Like the lead inspection, this is a contractor cost rather than a City fee.

If you own one, two, or three-unit properties, this does not apply to you.

Local Agent in Charge: free to file

If you live outside Cuyahoga County or one of its contiguous counties (Lorain, Lake, Geauga, Summit, and Medina), you must name a Local Agent in Charge who can accept legal notices on your behalf.

Filing the affidavit costs nothing. What it can cost is hiring someone to be that agent, if you don't already have a property manager or a local contact willing to take it on. That is a real responsibility, not just a mailing address, so treat "will you be my LAIC" as a genuine ask.

CARO: free, and not something you apply for

The Certificate Approving Rental Occupancy has no application and no fee. The City issues it once your registration, property taxes, Lead Safe Certification (where it applies), and Local Agent in Charge (where it applies) are all current.

This trips people up constantly. A lapsed CARO is almost never a CARO problem. It is a symptom of one of the things above being out of date, and it resolves on its own once you fix the underlying requirement.

What happens if you pay late

Cleveland does not publish a specific late fee for rental registration. We have looked, and we are not going to invent a number.

That does not mean lateness is free. What actually happens is that your CARO lapses, and that is where the cost lands:

  • Refinancing or selling gets harder. Lenders and title companies increasingly check for a current certificate, and a missing one can stall a closing at the worst possible moment.
  • You are exposed to enforcement. Operating without a current registration can draw a civil ticket, and those carry fines that accrue daily.
  • The gap compounds. Because CARO depends on everything else, one missed renewal can leave a property non-compliant for months without anyone at the City telling you.

The expensive part of Cleveland rental compliance is almost never the $70. It is what a lapse blocks.

Budgeting for it

For a typical pre-1978 single-family rental, an honest annual budget looks like:

  • $70 registration, every year
  • Lead clearance inspection, every other year, priced by your assessor
  • $0 for CARO and, if it applies, the LAIC affidavit

For a building of four or more units, add the annual HVAC inspection, and multiply the registration by your unit count.

Frequently asked questions

How much does it cost to register a rental property in Cleveland?

$70 per unit, per year. A single-family rental costs $70, a duplex $140, and a 12-unit building $840. Fees are due by March 31st each year.

Is the Cleveland rental registration fee per building or per unit?

Per unit. What matters is your total unit count, so six single-family houses and one six-unit building cost the same to register.

Does a Certificate Approving Rental Occupancy cost anything?

No. There is no application and no fee. The City issues the CARO once your registration, property taxes, Lead Safe Certification and Local Agent in Charge are all current.

What does Lead Safe Certification cost in Cleveland?

The City charges no application fee. The cost is the lead clearance inspection, performed by an independent certified assessor who bills you directly, so it varies by assessor and property size.

Is there a late fee for Cleveland rental registration?

Cleveland does not publish a specific late fee. The real cost of being late is that your Certificate Approving Rental Occupancy lapses, which can stall a refinance or sale and leaves you exposed to civil tickets.

Which Cleveland rentals need an HVAC inspection?

Buildings with four or more units need an annual HVAC inspection by a licensed contractor, filed alongside the registration renewal. One, two and three-unit properties do not.
