Every Cleveland rental property is governed by the same ordinance, Chapter 365, Residents First, and it all points toward one document: your Certificate Approving Rental Occupancy. Here's every requirement that feeds into it.
Rental Registration
Annual, $70/unit, due March 31st. The base requirement everything else builds on.
Lead Safe Certification
Required for units built before 1978. Renews every 2 years on its own clock.
Local Agent in Charge
Required if you live outside Cuyahoga County or a contiguous county.
Civil Tickets
$200, accruing daily, added to your property tax bill if unpaid.
Certificate Approving Rental Occupancy (CARO)
The certificate that makes occupancy legal: the output of the other four.
